The General Operations Committee received routine updates on county infrastructure projects and approved disposal of worn-out equipment during its July 6 meeting.
The finance/operations director (speaker 6) reported that four Westmoreland water-line projects are finished and closeout with the state is set to start; Portland projects are mostly complete and one will go into final change-order closeout. Courtroom 5C is waiting only on furniture as construction and interior work finish, and a recovery court project has moved into framing and electrical. The Hendersonville Health Department project received a one-month schedule extension from the state with no cost increase, and staff expect equipment deliveries and an opening later in the month.
On equipment, staff explained several older items — including a 2013 fuel truck with a failing transmission, a worn trailer used for traffic control, a 1996 front-end loader and other items — had been replaced and were recommended for surplus and disposal because repair would be uneconomical. Commissioners asked about specific uses and replacement timing; staff said most items had been replaced within the last year and had been held as backups but were no longer cost-effective to retain.
Action taken: The committee removed highway item 'b' from a grouped approval and voted to group-and-approve the remaining consent items (a, c and d). The separate surplus-equipment item was discussed and cleared after staff explained replacement status and usage. No specific dollar amounts for disposal proceeds or replacement costs were listed in the transcript.
Next steps: Staff will follow purchasing rules for surplus disposal and will notify the committee of any proceeds or required replacement purchases. The committee then returned to general business and public comment.
