Finance board OKs $2,500 transfer to cover building inspection shortfall; plans policy for extended absences

The Groveland Finance Board on July 8 approved a $2,500 transfer from the health insurance line to cover unanticipated building department costs related to inspector absences and digitization work.

Rebecca, speaking for finance staff, told the board the request addressed two items: payment for alternate inspectors called in while regular inspectors were out (the alternates are paid $50 per inspection) and reimbursement for mileage and cell-phone costs the building commissioner covered while carrying out a grant-funded digitization project. Rebecca said the Select Board had already approved the transfer and that using health insurance line funds would allow the transfer to be completed before the town's July 15 deadline.

Rebecca said regular inspectors receive a monthly stipend of about $1,200; when absences extend beyond the typical few inspections, using per-inspection alternates over several weeks can create a budget shortfall. To manage that risk going forward, staff said the town is preparing a policy specifying that if an inspector will be absent for 14 consecutive days the staffing and payment approach will shift to avoid repeated per-inspection charges.

Melissa moved to approve the $2,500 transfer; the motion was seconded and carried by vote. The board also discussed scheduling and the timing of the budget process, with Rebecca noting that more substantive capital-improvement planning typically begins in September.

Rebecca said she will distribute the Open Meeting Law training materials and a YouTube link to the chair and town clerk for wider distribution to boards and commissions.
