At a public hearing on April 20, 2026, the Rolla City Council heard competing views about a proposal to rezone 821 Hwy O from R-1, Suburban Residential, to R-3, Multi-family Residential.
Community Development Director Dawn Bell introduced the item and Mayor Lister B. Florence Jr. opened the hearing. Kim Lingle, representing MBL Development Company, described plans for an age-restricted, income-qualifying multifamily development and said she submitted seven letters of support. She characterized the project as meeting a growing need for affordable independent-living options.
Several nearby residents voiced concerns. Nicole Cummings, Melissa Dillion and Amber Garcia from Huntleigh Drive raised issues about the change in zoning classification, potential impacts to neighborhood character and unresolved property-line disputes. Collin Gentry specifically asked the council to minimize negative impacts to Audubon Park.
Council closed the hearing at 7:40 p.m. and City Counselor James Klahr read the ordinance for its first reading by title. No formal vote on rezoning was recorded; the item was presented for initial council consideration and will return for further action consistent with municipal procedure.
