Rolla City Council approves traffic, parking and asphalt contracts; backs Rolla 2050 plan

The Rolla City Council on April 6 unanimously approved three final-reading ordinances affecting the Highlands Development and the city’s 2026 asphalt program, and expressed formal support for the Rolla 2050 Comprehensive Plan.
City Counselor James Klahr read Ordinance 4905 by title, an amendment to the city code establishing a stop-controlled intersection in the Highlands Development. Steve Jackson moved to approve; William Hahn seconded and the roll call showed ayes from Balch, Dickens, Chirban, Greven, Jackson, Hahn, McNeven, Pace, Shelby, Behrendt and Rolufs; there were no nays.
Klahr then read Ordinance 4906, amending the code to establish no-parking areas in the Highlands Development. Nathan Chirban moved to approve and David Shelby seconded; the roll call again recorded unanimous ayes and no nays.
The council also adopted Ordinance 4907, authorizing the mayor to execute an agreement with Pierce Asphalt, LLC for Project 609 — the 2026 Asphalt Phase II — after James Klahr read the ordinance for its final reading. The motion to approve was made by Steve Jackson and seconded by Aaron Pace and carried on a unanimous roll call.
Separately, the council voted to adopt Resolution 2086, expressing support for the Rolla 2050 Comprehensive Plan. James Klahr read the resolution by title; Steve Jackson moved for approval, Andrew Behrendt seconded, and the resolution passed unanimously by voice vote.
Councilmembers also received a first reading of an ordinance to adopt the 2024 International Codes and the 2023 National Electrical Code and to amend multiple chapters of the Rolla City Code; the item was presented by Community Development Director Dawn Bell and no final action was taken at the meeting.
