El Paso County Public Works earns APWA accreditation after review of 296 practices

The El Paso County Department of Public Works was recognized June 23 with accreditation from the American Public Works Association, a third-party credentialing program that evaluates policies and practices across public-works functions.
Jack Ladley, director of the department, introduced the presentation and thanked staff for the multiyear effort that produced the accreditation. "This is indeed a proud moment for El Paso County Department of Public Works," Ladley said.
Laura Kroger, APWA technical director of leadership and management and president-elect of the APWA national board, told commissioners APWA reviewers examined 296 practices within the county and found the department met international standards. Kroger said two practices exceeded the standard and will serve as models for other agencies: the county’s approach to risk management and legal review of accidents and injury-claim reporting, and its infrastructure planning and maintenance/replacement policies.
Commissioners thanked DPW staff for day-to-day work that supports roads and other core services, and several noted the accreditation underscores transparency and continuous improvement in county operations. The board paused afterward for a brief photograph to recognize DPW employees.
No formal action beyond the recognition and photograph was recorded at the meeting; commissioners indicated continued support for DPW’s work and cited infrastructure maintenance as a key constituent priority.
