The Santa Barbara Unified School Board unanimously approved its 2026–27 Local Control and Accountability Plan (LCAP) and the accompanying school plans for student achievement (SPSAs) at the June 23 meeting.
District staff presented the LCAP as the district —ommitment to four goals—academics, belonging and wellness, culture and climate, and alternative pathways—and explained that the plan drives resource allocations across 18 schools serving about 11,700 students. Presenter Steve Vince (Mr. Vance) noted the plan must be transmitted to the county office by June 30.
Public commenter Rich Loshua challenged the district's claim of full implementation of arts standards and cited staffing pressures and resignations in the instrumental program, saying, "The arts are not classes for smart kids." Trustees asked staff to clarify reductions in specific LCAP line items and to confirm that elementary after‑school interventions would continue; Dr. Wilson answered that those interventions would persist and that the district is seeking alternative funding sources where appropriate.
The board moved and voted to approve the LCAP and SPSAs. Staff said the district will continue to align the LCAP with the budget and site plans and to report back on implementation and targeted interventions for chronically absent students and English learners.
Next steps: the district will post the LCAP to the county office per statutory requirements and provide trustees with further detail about intervention funding, anti‑bias grant carryover and alignment work during budget development.
