Commission approves several small permits and park requests; discusses bylaw carve-out for utilities

Negative determinations: The commission issued a negative determination for an addition at 1 Federal Way after a site visit confirmed the proposed work is outside the 100-foot buffer. The commission also approved a negative determination for work at 932 Salem Street (installation of a 1,000-gallon septic tank and a water line within the 100-foot buffer), finding the disturbance limited and consistent with a prior approved septic plan; the vote was unanimous.
Park operations and equipment: Commissioners approved the purchase or acquisition (if suitable surplus exists at the highway department) of smaller maintenance equipment for VZ Park (a residential-style push mower and a weed whacker) with an estimated cost under $2,000. The commission also voted to request up to four 95-gallon town recycling bins (one per park residence plus two for general park use) and directed staff to draft a written request to the select board.
Wetland revolving fund and budget updates: Commission members reviewed monthly VZ Park reports and discussed the wetland revolving fund. Staff and commissioners said the town combined Wetlands Protection Act (state) fees and bylaw fees into a single revolving account; the commission will work with the treasurer and town administrator to separate state-restricted Wetlands Protection Act fees from bylaw fee money and, if necessary, ask town meeting to create separate accounts.
Bylaw clarification: Commissioners debated whether Groveland's bylaw categories (residential, commercial, industrial) adequately cover municipal utilities and whether a discretionary waiver or a public-utility category should be added. The commission asked staff to draft points for town council and to seek a legal opinion so any bylaw amendment can be considered at a future town meeting.
