Commission continues National Grid/TRC amendment request for King Street substation work

Representatives for TRC and National Grid presented on July 8 a proposed scope change to an earlier-approved notice of intent for work at the King Street substation (209 King Street). Jeremy Foote, TRC senior wetland scientist, said the revised approach begins work inside the existing substation and connects to a nearby structure (Structure 198) instead of trenching longer distances to Structure 199, reducing temporary disturbance.
Commissioners asked for a before-and-after exhibit and a table comparing original and revised temporary impacts. TRC and National Grid representatives said the change was driven by site terrain and safety concerns and that the revised approach would use established access roads and previously disturbed areas where possible. The applicant requested guidance on whether the change should be processed as an amended NOI or as a new filing; commissioners asked the applicants to prepare the amendment materials and return on Aug. 12 so the commission can review details and, if appropriate, vote to amend the order of conditions.
The commission did not vote on permitting tonight and instead continued the item to allow the applicant to present a formal amendment package with the requested exhibits.
