The Baldwin County Planning Commission approved preliminary plat applications for LaTurna (also referred to in staff materials as Lanterna) Phase 1A and Phase 1B on July 9, voting to carry both items forward with the staff‑recommended conditions.
Staff summarized Phase 1A (SPP26‑06) as a preliminary plat for 54 townhouse lots in Planning District 15 under RMF‑6 zoning, and Phase 1B (SPP26‑07) as a 24‑lot RSF‑2 single‑family phase. The staff presentation noted required coordination with Baldwin County Highway Department and permit engineers on traffic‑study review, required road improvements, and wetland buffers and drainage narratives. "Staff's recommending approval of the Lanterna phase 1 preliminary plat with the following conditions," the staff presenter said.
Public commenters raised the same local concerns heard earlier in the evening — traffic on Pleasant Road, potential flooding and protection of wetland buffers — and asked about how a revised traffic study would be shared with residents. Staff said a revised traffic study had been submitted after the staff report and is under review by the county highway department and a third‑party consultant; final traffic and construction approvals will occur at the engineering and construction plan review phase.
Commissioners moved and seconded motions to approve both phases subject to standard staff conditions; both motions passed on voice votes.
What happens next: Approval of a preliminary plat does not authorize construction. Developers must submit detailed site plans and construction drawings for permit engineer review and must implement required roadway and stormwater improvements before final platting or construction authorization.
