Rolfe council approves 28E road-maintenance deal with IDOT, OKs two-year Pocahontas County patrol contract; schedules budget hearing

Rolfe — The Rolfe City Council on May 26 approved a five-year 28E agreement with the Iowa Department of Transportation that assigns maintenance and repair of the city’s primary roads to IDOT, and it authorized a separate two-year 28E law-enforcement contract with Pocahontas County for $7,600 per year.
Mayor Stephanie Sindt called the special meeting to order at 5:30 p.m. at the community center. The roll call recorded Clerk Brandi Henderson and council members Aaron Cox, Brent Stewart, Tammy Shimon and Lana Pratt (Pratt participated by phone); Rob Jackson was absent. The council approved the consent agenda, including minutes from May 11 and payment of listed bills.
The council voted, without recorded dissent, to enter a closed session at 5:36 p.m. to discuss litigation strategy with counsel. After returning to open session at 6:03 p.m., the council voted to instruct the city attorney to proceed as discussed in closed session. The motion and direction were recorded in the minutes; the closed-session subject is not discussed in public minutes.
On the road-maintenance agreement, the council approved a 28E with the Iowa DOT providing that IDOT will perform all maintenance and repair of the city’s primary roads for the next five years. The motion was made and recorded in the minutes as Shimon/Cox with 'all ayes.'
On public safety, council members approved a two-year 28E law-enforcement agreement with Pocahontas County. The contract is $7,600 per year; when the motion was recorded by roll call the minutes list Council members Shimon, Stewart, Pratt and Cox voting "aye." The minutes do not record additional contract language or specific patrol schedules.
The council also set a public hearing on a FY26 budget amendment for Monday, June 8 at 5:30 p.m. A meter-reading billing correction of $98.44 was acknowledged during the meeting. Payroll and bills for the period — including items listed in the meeting packet such as tree work, loan payments and insurance — were included in the consent agenda.
With no further discussion on nuisance abatement or the capital-improvement plan, the council adjourned at 6:12 p.m.
The city clerk attested the minutes and Mayor Sindt presided. The next notable public deadline is the June 8 public hearing on the FY26 budget amendment.
