Rolfe council approves consent agenda, directs contract for brush pile removal and seeks backflow-test quote

The Rolfe City Council on April 27 approved its consent agenda and moved forward with multiple operational items after a 23-minute special meeting at the community center.
Mayor Stephanie Sindt called the meeting to order at 5:33 p.m. and roll call showed Clerk Brandi Henderson; Treasurer Sindergard; Council members Lana Pratt (via phone), Aaron Cox, Rob Jackson, Brent Stewart and Tammy Shimon were present.
Councilmember Aaron Cox moved and Brent Stewart seconded to approve the consent agenda, including the agenda for the special meeting and minutes from April 13, 2026; the vote was recorded as all ayes.
On unfinished business the council agreed to table a decision on purchasing a gas detector until the May meeting.
Councilman Brent Stewart reported he had spoken with a landowner outside of town who would allow the city to transport the brush pile to the owner's acreage for burning. Stewart said the city would handle trucking the material and that Brandhoij volunteered to dig the necessary hole at no cost to the city. The council voted (Cox moved; Shimon seconded) unanimously to have the city attorney draw up a contract and move forward with the arrangement.
The council also discussed creating a location where members of the public could buy bulk water. Members approved a motion (Cox moved; Stewart seconded) to obtain a quote for the expense of a backflow test before turning the bulk-water service on and noted that the water rate would need to be increased if the service is activated.
A resident's complaint about a water bill was discussed; the council referenced Chapter 90.11 and 90.12 and reiterated that property owners are responsible for maintaining and repairing water lines from the water main to the building, including the curb stop. The council directed staff to offer the payment agreement to the resident again and, if the resident does not accept it, to consult the city attorney for guidance (motion Cox/Stewart, all ayes).
Tammy Shimon moved and Brent Stewart seconded to adjourn at 5:56 p.m.; the motion carried unanimously.
Next steps: the city attorney is to draft the brush-pile disposal contract, staff will obtain a backflow-test quote before enabling bulk-water sales, and the gas-detector purchase will be reconsidered at the May meeting.
