The City Council of Early, Iowa, voted unanimously on June 3 to adopt Resolution 25-08 authorizing a $400,000 interim water revenue loan anticipation note with the Iowa Finance Authority to help advance design and construction work for the city's drinking water system. Councilor Brian Pickhinke offered the resolution, Councilor Christine Madden seconded, and the roll call showed five ayes: Pickhinke, Brandon Scadden, Cory Tiefenthaler, Madden and Tim Langner. Mayor William Cougill declared the resolution adopted.
The action followed a brief public hearing held at 6:00 p.m. on the proposal to enter into a water revenue loan and disbursement agreement; the hearing record shows no residents or taxpayers appeared for or against the proposal. K. Alesch, Public Works Director, told the council the city had submitted its Intended Use Plan to the Drinking Water State Revolving Fund before the June 1 deadline to pursue low-interest financing for design and construction projects.
Alesch also reported a temporary fix for running the old water plant is in motion and that parts should be on site later in the week while consultant Bolton & Menk continues design work. The clerk's consent-agenda report included several Iowa Finance Authority payments listed among approved bills; the meeting's approved disbursements totaled $310,351.44 across funds.
The council provided no additional fiscal detail in the meeting minutes about repayment terms beyond the resolution language authorizing the IFA interim note. The next scheduled city council meeting is July 1, when staff also will present a full lagoon study update.
