Council approves road contracts, Carroll Avenue agreement and grant application for bank stabilization

The Livingston Parish Council on July 9 approved several infrastructure and grant actions, including a state agreement for a Carroll Avenue project, ratification of a low bid for the parish’s Better Roads program and authorization to apply for a creek bank‑stabilization grant.
Public‑works staff presented an entity‑state agreement for state project H015429 (Carroll Avenue over Middle Coyle Creek), with a target letting date of March next year. Council approved the agreement unanimously.
The council also ratified bids for the Livingston Parish Better Roads project (20256‑24); the lowest responsive bidder was Barber Brothers Construction, LLC at $4,975,672. A council member noted the bids came in roughly $1 million under the engineer’s estimate and the motion passed unanimously.
Deputy finance director Coyle presented a DRA CIF application for West Cuyahoga Creek bank stabilization in the amount of $734,910; officials said no parish match is required and the council authorized submission. Chris Anderson, director of Homeland Security and Emergency Preparedness, presented a resolution to declare an older Chevrolet Silverado surplus and make it available for trade so grant proceeds may be reinvested in a replacement vehicle; the council approved that resolution as well.
Council members praised the road program’s tracking tools and the ability for constituents to monitor how $80 million in bond money is being spent. The council also introduced two ordinances — one to acquire property for the Flood Mitigation Assistance project EMT‑2022‑FM‑003‑0003 (public hearing July 23) and one to declare DPW equipment surplus (public hearing July 23).
