Parish council ratifies three appointments to Industrial Development Board

The Livingston Parish Council unanimously ratified three appointments to the parish’s reconstituted Industrial Development Board on July 9, approving nominees recommended by the parish president and other local officials.
Melody Lockwood, chief executive officer of the Livingston Economic Development Council, told the council the board was reestablished with designated seats for the parish president, the sheriff and the parish school‑board superintendent. The nominees presented for ratification were Kylie Sparks (Pipe and Steel Industrial), Leah Smith and Todd Caruso.
Lockwood described the scoring rubric the council adopted in May, which totaled 100 points across categories including industry expertise, financial/legal background, leadership and governance experience, economic‑development familiarity, community involvement and references. She said Leah Smith scored 95 points and both Todd Caruso and Kylie Sparks scored 100 points. “Those total up to a 100,” Lockwood said, summarizing the categories and the committee’s review process.
Councilman Moscombe moved to offer a resolution to appoint the three candidates; Councilman Mangus seconded. The council voted unanimously to approve the appointments.
The council said it expects to recruit additional members to fill out the IDB and to continue developing the board’s role in local economic strategy. The newly appointed members were asked to stand and were thanked for volunteering their time.
