Twin Lakes HOA approves October minutes, discusses security, rule updates and cost savings

The Twin Lakes Homeowners Association board met Nov. 19, 2025, and approved the October minutes after a motion by Ray Faccenda and a second from Tom Brunner. The board recorded no opposition and the minutes were adopted.
During the Homeowners' Forum, Russ Fields said a formal homeowner survey would help guide future board strategy and called for the board to consider ADA-compliant upgrades to common facilities. Homeowner Mike Holmes said some negative feedback from residents appears to stem from aesthetic concerns and the board's approach to evaluating property conditions.
The agenda moved directly into reports. Treasurer Greg Glazner presented September financials; he said the board will emphasize clarity and homeowner feedback in the next budget cycle. The property management firm Bell-Anderson and Associates (Gayle DuƯ) reported no items under the PM report for this meeting.
Committee reports covered security, esthetics and common grounds. The security committee reported steady service from two dedicated officers and said the board will analyze whether operations could continue with one vehicle. The esthetics committee confirmed rule changes on window bars and homeowner vegetation maintenance have been incorporated into "Rev M" of the Rules, Regulations and Policies; those revisions will be uploaded to the HOA website before year-end.
The communications update noted the office internet service was switched from Comcast to T-Mobile, producing an approximate cost savings of $120 per month. Common-grounds updates included a pending critical-areas study for Ponce DeLeon (vendors identified), a Treasure Island study placed on hold while drain/pump investigations continue, treatment for a beetle infestation in common areas, and plans for walkway resealing in 2026 pending a bid from Patton. The board also noted a monument sign down at 340th and 42nd LP SW and is seeking a volunteer to assist.
The board reviewed its events calendar and election timeline. Holiday Light Contest judging is scheduled Dec. 19–21, divisional assignments were made, and 2026 events listed include a spring assessment (May), work party (June), neighborhood barbecue (July), garage sale (July) and an Annual Meeting planned for mid-September. The board discussed recruiting candidates; expiring terms noted were Tom Brunner, Greg Glazner and Tim Walls. William Herbert reported he is drafting a proposed homeowner survey to support strategic planning.
The board adjourned to executive session at 7:35 p.m., returned at 8:02 p.m., and adjourned the public meeting at 8:07 p.m. The next board meeting is scheduled for Dec. 17, 2025, at the HOA office, 3420 SW 320th St., Suite B-3.
