Ogdensburg tables Heater(s) Pond swim-lessons application pending insurance and safety documentation

The Mayor and Council on May 12 tabled a facility-use application from the Ogdensburg Recreation Association (ORA) to run swim lessons at Heater(s) Pond until the organization supplies additional information requested by Borough risk management and the Borough Attorney.
Councilman DeMeo summarized risk management’s concerns: the Borough must be named as an additional insured with a noncontributory endorsement, the policy should include sexual-abuse coverage because minors are involved, and ORA must supply signed waivers and the names and certifications of coaches and instructors. Risk management also asked for ORA’s safety protocols and emergency response plans to limit liability exposure.
ORA representatives said the program would be open to town residents and that the Borough would fund elements of the program, but council members said approving the request without certifications, insurance endorsements and emergency procedures could create legal and financial exposure. Council voted to table the application and asked ORA to provide the requested documentation for risk management and the Borough Attorney to review.
