Ogdensburg adopts 2025 municipal budget; water capital ordinance approved and cap bank ordinance reintroduced

The Borough of Ogdensburg adopted its calendar-year 2025 municipal budget by roll call vote on May 12 after a public hearing that drew no public comments.
Council also adopted Ordinance 03-2025, appropriating $14,000 from the Water Capital – Capital Improvement Fund to support water-related capital needs. Council members heard no public comment on the ordinance before voting to adopt it.
Separately the Council introduced Ordinance 04-2025, a municipal cap bank ordinance to allow the Borough to exceed the municipal budget appropriation limits and establish a cap bank. Planner/CFO staff said the State requested a minor numeric change of $190.09, so the ordinance was reintroduced with that adjustment; a public hearing on the reintroduced ordinance is set for May 27, 2025.
The Council also confirmed Dianne Serafin to an unexpired three-year term on the Board of Health (term to 12-31-2025).
