The Ottawa City Council on Feb. 3 adopted ordinances declaring surplus revenue in four tax-increment financing (TIF) districts and authorized payment of those surpluses to the LaSalle County Treasurer for pro rata distribution to affected taxing districts.
Mayor Hasty presented ordinances declaring surplus funds in the Ottawa I‑80 North TIF District, the Ottawa U.S. Route 6 East TIF District, the Ottawa Downtown TIF District and the Ottawa Route 71 TIF District. Each ordinance was passed and approved by unanimous vote.
The council’s action directs the City Treasurer to transfer declared surplus amounts from special tax allocation funds to the LaSalle County Treasurer, which will disburse the funds pro rata to taxing districts affected by those TIFs. The ordinances did not list specific dollar amounts in the meeting minutes; the motions and ordinances were recorded as "passed and approved."
Council members did not record objections to the transfers.
Next steps: the Treasurer’s office will process the transfers and LaSalle County will allocate the funds to affected districts under the statutory pro rata distribution process. The city indicated these ordinances were procedural steps to return surplus TIF funds to taxing bodies.
