Union City council removes landbank lien, awards canoe launch contract and approves Renaissance grants

Union City Borough Council voted unanimously Aug. 27 to remove a lien on a landbank property, award a contract to build a canoe and kayak launch at the American Legion ball field, approve seven Renaissance grant applications totaling $23,600, and pass a resolution accepting the Erie Area Council of Governments audit.
The council voted to remove a lien of approximately $2,690 on 121 East High Street, a property donated to the Erie County Landbank. Councilor Kerns moved to remove and satisfy the lien for the full amount; Councilor Steadman seconded, and the motion carried unanimously.
Councilors reviewed contractor quotes for a canoe/kayak launch at the American Legion ball field. The engineer from The EADS Group recommended acceptance of the low quote; Construction Services of PA submitted a quote for $16,679 and Blum Property Services submitted a quote for $18,541.50. Because the project cost was under $23,200, formal bidding was not required. Councilor Osborn moved to accept the $16,679 quote from Construction Services of PA contingent on receipt of an easement from the American Legion; Councilor Kerns seconded, and the motion carried unanimously.
Manager Cindy Wells said seven Renaissance grant applications were received totaling $60,606 and requesting $23,600. Wells reported $90,547.35 remains in the Renaissance fund and recommended approval of all seven applications to support property improvements and combat blight. Councilor Steadman moved to approve the recommended grants totaling $23,600; Councilor Osborn seconded, and the motion carried unanimously.
The council also passed a resolution accepting the audit report for the Erie Area Council of Governments. Manager Wells said COG members had already reviewed and accepted the audit and each municipality was required to adopt the resolution. Councilor Osborn moved to pass the resolution; Councilor Steadman seconded, and the motion carried unanimously.
The meeting adjourned at 6:19 P.M.
