Board debates changes to facilities-use policy and questions $50,000 Mayor’s Circle payment during first reading

Board members on April 9 raised concerns about proposed changes to Policy 7510 and about a budgeted payment to the City’s Mayor’s Circle of Excellence as part of the consent agenda.
Board member Tyrone Tarver said the revised facilities-use policy removed prior language that allowed groups such as the Girl Scouts and Boy Scouts to use district facilities at no charge and warned the change could limit access for youth organizations. "The Girl Scouts utilize one room for an hour, twice a month, resulting in minimal costs," Tarver said, urging the board to preserve provisions that support civic organizations.
Policy Committee member Sueann Gravesande and legal counsel Jessica Kleen, the Board’s substitute attorney with Machado Law Group, said the policy committee had met and that this was a first reading; Kleen advised that first-reading status means no changes take effect yet and that feedback will be considered before a second reading. Kleen also noted the district has a binding contract with the Girl Scouts that provides free facility use and described that contract as separate from the policy review.
Tarver also questioned approval of a payment not to exceed $50,000 to the City of Orange for the Mayor’s Circle of Excellence, noting past resolutions had authorized payments that the district did not always receive. Jason Ballard said available documentation, including copies of checks, had been shared and that under current Policy 7510 civic organizations are generally required to pay custodial fees; the resolution caps the City’s use of Lincoln Avenue School for summer programming at $50,000.
Board member Siaka Sherif recommended withdrawing the policy from consideration so the Board could reconvene a review, while others said the first reading should return to committee for further revision. The item returned to committee consideration and no policy change was adopted at the meeting.
The consent agenda motion was moved by Jeffrey Wingfield, seconded by Dr. Fatimah Turner, and advanced after roll-call procedures. Members emphasized that additional committee review and clear written summaries should accompany next steps on Policy 7510.
