Oldmans Committee approves shared-services contract, rebids Perkintown affordable house and releases development security

Oldmans Township on Aug. 14 approved operational and planning measures that affect municipal services and local housing stock.

The Committee approved a five-year shared services agreement with Salem County for equipment, labor and services. Dean Sparks moved to approve the contract and William Ferrell seconded; the motion carried.

On housing, the single-family property at 78 Perkintown Road was designated as an affordable housing unit. The Committee agreed to rebid the property with conditions: a $500 minimum bid, a requirement that the buyer begin construction or rehabilitation within one year, and a reverter clause if work is not started. The property had previously been offered to Habitat for Humanity (which declined) and was put out to bid in 2021 with no offers.

In Planning Board business, the Committee released two irrevocable standby letters of credit posted by John and Frank Manfredi: $102,000 for landscape buffering and $35,701.85 for site safety and stabilization. Tom Tedesco explained both releases apply to Phase 1 only and that additional funding/security will be required if the Manfredis expand their operation.

The Committee also reviewed a procurement matter for Auburn Water: no bids were received for a chlorine analyzer unit, and the Committee authorized re-bidding. A proposed award to Vineland Environmental Laboratories was tabled because the vendor did not provide a requested proposal.

The Committee will proceed with the rebid of the Perkintown property and the public-procurement rebid as required by municipal purchasing rules.
