The Orange Zoning Board of Appeals did not conduct business at its July 2, 2026 meeting after the chair announced the board lacked a quorum and therefore could not act on any items on the agenda.
“We do not have a quorum,” the chair said, explaining that one expected member had texted the board saying he was being tested for COVID and would not attend. The chair said the board still has one petition and one amendment on the docket but cannot vote or take formal action without a quorum.
The chair told petitioners the board is required to hear zoning petitions within 65 days of filing and offered reschedule options. “We have to hear your zoning petitions within 65 days,” the chair said, and the board proposed July 20 or July 27 as possible dates; the regular Aug. 3 meeting was noted as day 64 of the 65-day window for one petition filed May 29.
Board members and participants expressed preferences for alternative dates during a brief scheduling exchange. One participant preferred July 20; another indicated Aug. 3 would work better if needed. The chair also clarified that the new item on the agenda is an amendment to a previously approved petition, which the board expects to handle when a quorum is present.
No motions, votes, or formal actions were taken. The chair apologized to viewers and attendees for the shortened meeting, encouraged a safe trip home, and closed the session.
Present at the meeting, as identified by the chair, were Wayne Garrick and Eric Orzel; the chair introduced Steven Hotchkiss as the board’s new zoning enforcement officer and said Deb Sutanik was standing in as secretary for the night. The petition that triggered the scheduling discussion was identified in conversation as the Hudicks petition, filed May 29; the chair noted Aug. 3 would be day 64 under the 65-day requirement for that filing.
Because no formal items were acted on, the board will announce the rescheduled hearing date and any ensuing agenda when a quorum can be assembled.
