The Marshall Village Board convened a special meeting at 7:00 p.m. on Feb. 19, 2025, at Village Hall, 130 S. Pardee St., and voted to move into a closed session under Wisconsin Statute 19.85(1)(e) to discuss tax-increment financing and property negotiations. The closed-session subjects the board listed included TIF, 226 Madison Street, 318 Farnham Street, village fund balance and debt/borrowing.
Trustee Julie Bowman moved to convene to closed session pursuant to Wisconsin Statute 19.85(1)(e); Trustee Edward Schmitz seconded. The motion carried 5-0, per the minutes. The record lists trustees John Schuepbach, Jason Pitzer, Edward Schmitz, Julie Bowman and Elesa Kinder as present at roll call and notes Trustee Renée Jackson arriving later; Trustee Ryan Frey was absent.
After the closed session, Trustee Renée Jackson moved to reconvene into open session and Trustee Elesa Kinder seconded; that motion carried 6-0. The board reported “no actionable items” resulting from the closed-session deliberations.
A motion to adjourn was made by Trustee Renée Jackson, seconded by Trustee Edward Schmitz, carried unanimously, and the meeting adjourned at 8:41 p.m. Administrator Brandon Bledsoe was listed as present for the meeting. The minutes were respectfully submitted by Clerk/Deputy Administrator Michael Wetzel.
Because Wisconsin Statute 19.85(1)(e) permits nondisclosure for specified bargaining or competitive reasons, the minutes do not disclose the substance of closed-session deliberations; the board recorded only the statutory authority, the topics for which the closed session was allowed, and that no formal actions followed from that session.
