Victoria — The Town Council voted May 13 to rezone six parcels on Virginia Avenue and Park Avenue (Tax Map 03345-01-42C-1, 2, 3, 4, 6 and 7) from R-1 (single-family residential) to R-2 to permit multi-family and duplex housing.
Mayor Allen D. Smith presided over a joint public hearing with the Planning Commission in which councilmembers Ronald Mattox and Johnnie Brame moved to open the hearing; Planning Commission members Christopher Tomlinson and Rob Williams joined the hearing from the commission.
Town staff said the lots are currently vacant and zoned R-1. Applicant Randy Jackson submitted the rezoning application and property owner Sid Smyth attended and told council he had no objections and believed the change would enhance the neighborhood. The Planning Commission recommended approval with the condition that the parcels meet all current residential R-2 zoning requirements.
Councilmember Ronald Mattox moved to accept the Planning Commission recommendation; Johnnie Brame seconded and the motion carried. No separate vote tallies were recorded in the minutes.
Why it matters: Reclassifying these parcels to R-2 allows duplex and multi-family development under local zoning, which could increase housing density on streets between W. 3rd and W. 4th. The council’s approval is conditional on meeting the town’s R-2 standards before any development proceeds.
The council closed the joint public hearing and took no further immediate action on specific development plans; applicants and future developers will need to complete any site-specific permitting and demonstrate compliance with R-2 requirements before construction.
