Oxford Land Use Board authorizes planner to study redevelopment of Block 45, Lot 1

The Oxford Township Land Use Board voted Aug. 27 to authorize its planner to undertake a redevelopment study for Block 45, Lot 1, the board said.
Mayor Norton asked Land Use Board Planner Tim O’Brien to explain the difference between a Rehabilitation Study and a Redevelopment Study. O’Brien said a rehabilitation study carries a lower threshold while a redevelopment study has a higher threshold standard and, if an area is designated redevelopment, “you can have a pilot program which can be extended up to 20–30 years,” the planner said.
The authorization followed a motion by Mr. Ort, seconded by Mr. McGuire; the board recorded 10 ayes, 0 nays, 0 abstentions and 2 members absent. The motion directs the board planner to begin the formal redevelopment study process in response to Township Committee Resolution 2024-103, which requested the study for Bl. 45 L. 1.
During public comment, Mrs. Flieguaf asked what is happening on the Mine Property and whether the study covers the “triangle in town,” indicating local interest in which parcels the study will examine. The board did not provide a detailed parcel-level answer during the meeting; the scope of the study was authorized but not finalized.
In procedural business, the board approved the July 23, 2024 minutes (motion by Mayor Norton, seconded by Mr. Ort) with a recorded tally of 8 ayes, 0 nays, 2 abstentions and 2 absences, and approved payment of the Land Use Board vouchers (motion by Mayor Norton, seconded by Mr. Ott) with a recorded tally of 10 ayes, 0 nays, 0 abstentions and 2 absences.
No executive session was held. With no further business, the board adjourned at 7:11 p.m. The planner is now authorized to proceed with the redevelopment study; the board did not set a public hearing or final scope during this meeting.
