The Town Council of Victoria voted on a series of motions at its Dec. 10 meeting, approving a grant acceptance, multiple land transactions and routine appointments.
Councilmember James G. Elam Jr. moved, and Councilmember Christopher Garrett seconded, to accept a Virginia Outdoors Foundation grant for $240,000 and to amend the FY24/25 budget to account for the funds; the motion carried. Council also approved purchase of a 7.32-acre parcel adjacent to the Victoria water filtration plant for $16,000 plus closing costs (motion by Councilmember Johnnie Brame, seconded by Councilmember Ronald Mattox), and approved sale of a parcel adjacent to Simona’s Restaurant for $5,000 plus closing costs (motion by Councilmember James G. Elam Jr., seconded by Councilmember Christopher Garrett).
The Planning Commission’s recommendation to grant a Conditional Use Permit for Mr. and Mrs. Sid Smyth to operate a personal care business at 2420 6th Street was approved (motion by Councilmember Ronald Mattox). Council also reappointed Rob Williams to the Planning Commission retroactive to June 10, 2024 for a four-year term (motion by Councilmember Christopher Garrett, seconded by Councilmember Sandra Jones) and appointed Robert “Bobby” Marshall to the Industrial Development Authority (motion by Councilmember Johnnie Brame, seconded by Councilmember Ronald Mattox).
Council accepted the November 2024 meeting minutes and the Treasurer’s Report for November 2024, approved the 2025 holiday schedule, and authorized 2024 holiday bonuses for town employees (including the Town Manager at the supervisory rate). The council also authorized signing representatives for the Town of Victoria at Benchmark Community Bank: Councilmember James G. Elam Jr., Treasurer Diane Harding, Town Clerk Vickie McDaniel and Mayor Allen D. Smith.
