The Oxford Township Committee on Oct. 2 adopted a resolution supporting GSCC Management LLC's application for an expanded Alternative Treatment Center (ATC) cultivator license to operate adult-use cannabis cultivation at property identified as Block 26, Lot 87 in the township.
Mayor Gerald Norton said the company is a current medical cannabis operator seeking to convert and expand to adult-use cultivation. The resolution cites the CREAMM Act and N.J.S.A. A7 24:61-31 et seq., references local Ordinance 2021-10 (which permits medical and adult-use licensees), and states the township does not limit the number of licensed cannabis businesses. Acting Municipal Clerk Lee Geller certified the resolution as adopted at the Oct. 2 meeting.
The committee's statement of support is explicitly limited by the resolution: any expanded ATC license and related operations will be subject to applicable state and local statutes, rules, ordinances and any redevelopment agreement. The resolution also notes that local authorization does not substitute for the State of New Jersey Cannabis Regulatory Commission (CRC) review and any required CRC approvals.
The resolution does not include a recorded roll-call vote or a mover/seconder in the printed certification; the meeting record submitted by the clerk certifies adoption but does not list a vote tally for the resolution in the text available in the meeting packet.
What happens next: GSCC Management LLC's application will proceed to the State Cannabis Regulatory Commission for licensing decisions and any required state-level review and approvals. Local conditions identified in the resolution (applicable ordinances and redevelopment agreement terms) would apply if the state grants the license.
