Victoria council adopts Lunenburg–Kenbridge–Victoria Joint Comprehensive Plan for FY2025–2030

Ms. Lauren Pugh, Planning Director with the Commonwealth Regional Council (CRC), told the council that comprehensive plans are required under Virginia Code Section 15.2-2223 and described the FY2025–2030 update as a five-year, data-driven guide for growth and development. She said this cycle placed extra emphasis on transportation in coordination with the Virginia Department of Transportation and identified special policy areas including preserving rural character and agricultural heritage, water-resource protection, smart-growth zoning, and corridor/infrastructure enhancements.
The Planning Commission recommended approval of the plan, and Councilmember James G. Elam Jr. moved, with Councilmember Christopher Garrett seconding, to adopt the plan; the motion carried. Mayor Allen D. Smith thanked Ms. Pugh and Town Manager Rodney Newton for their work on the document.
Councilmembers did not record public comment on the plan during the joint hearing. The adoption aligns council policy and ordinances with the plan's recommendations and signals an intention to use the document as a guide for ordinance updates and project prioritization in the coming five years.
The council recorded the formal motion to approve the plan as part of the meeting minutes; no roll-call vote count was recorded in the minutes. The Planning Commission's recommendation and the council's subsequent approval complete this phase of the regional planning process; implementation will require staff work to update ordinances and coordinate VDOT actions where transportation improvements are recommended.
