Victoria reviews wastewater and water plant issues after generator failure and extended cleaning

Town Manager Rodney Newton used the Nov. 12 meeting to update council on several infrastructure matters affecting wastewater and drinking water operations.
Wastewater: Newton said one generator at the Grove Avenue pump station failed; parts are in and a rebuild is under way. He has submitted a letter to the Department of Environmental Quality (DEQ) requesting permission to keep a 3‑acre lagoon at the west facility as a retention basin for infiltration/inflow (I&I) control while the town pursues long‑term I&I fixes. The town recently had Capital City Services on site with a vacuum truck and cleaned about 4,000 feet of sewer line; camera inspection on parts of Tidewater Avenue revealed holes, deteriorating concrete taps and at least one service line still tapped where the residence no longer exists. Newton said the town is conducting concentrated smoke tests in several neighborhoods and that the previously approved portable pump has arrived and is in service.
Drinking water: Newton said Southern Corrosion’s planned four‑hour clear‑well cleaning Nov. 4 stretched to two days; the plant was down approximately 32 hours and officials came close to issuing a boil‑water notice before samples allowed pumping to resume. Newton said future cleanings will be quicker and scheduled regularly.
Newton also reported Moonshot Missions toured the town’s water systems Oct. 21–22 and is drafting a recommendations report the town hopes to receive for the December meeting. Council did not take additional formal action on permitting or contracts at Nov. 12; Newton will follow up with DEQ and report progress to council.
