Oxford Township’s Committee on Dec. 18 authorized two online reverse auctions to buy electricity, awarded a local sidewalk and drainage contract and approved two tax-certificate redemptions, all by unanimous roll-call votes.
The meeting opened at 6:31 p.m., and the committee adopted Resolution 2024-149 authorizing participation in an EMEX, LLC reverse auction to procure electricity supply for township accounts. The resolution authorizes Mayor Gerald Norton to execute a contract if the auction yields the committee’s specified thresholds (for example, $0.11650 per kilowatt-hour or less for a 12-month term). Georgette Miller moved the resolution; Linda Koufodontes seconded. The motion passed on a roll-call vote (Ayes: 3, Nays: 0).
The committee also adopted Resolution 2024-150 to run a separate EMEX reverse auction for street- and lighting-related electricity with tiered price thresholds (including $0.08177/kWh or less for a 12-month term). Miller moved the measure and Koufodontes seconded; the vote was unanimous.
On capital work, the committee approved Resolution 2024-151 to award the Port Colden Road sidewalk and drainage improvements, an NJDOT Local Aid Infrastructure grant project that carries a $121,584 grant award. Township Engineer Mike Finelli reported a Dec. 12 bid opening with three bidders; the low, responsive bid was from Portofino Builders, LLC for $57,428. The award was approved contingent on CFO certification of funds; Miller moved, Koufodontes seconded, and the motion passed (Ayes: 3).
Two tax-certificate redemptions were processed under Resolutions 2024-152 and 2024-153. Resolution 2024-152 authorized issuance of $3,612.77 to CHANGSHENG LU for redemption of Tax Sale Certificate #24-00031 (36 Shippen Ridge, Block 33 Lot 69), representing a $1,212.77 certificate redemption plus a $2,400.00 premium. Resolution 2024-153 authorized $340.16 to RTLF-NJ II LLC to redeem Tax Sale Certificate #24-00004 (11 Cinder Street, Block 2 Lot 43), reflecting a $40.16 certificate amount plus a $300 premium. Both motions were moved by Georgette Miller and seconded by Linda Koufodontes; both passed 3-0.
Following executive-session personnel discussion, the committee adopted Resolution 2024-154 to hire Richard Drift Jr. as a temporary part-time Department of Public Works operator effective January 2025 at a rate of $16.00 per hour; the position carries no health benefits or paid leave. Miller moved, Koufodontes seconded; vote 3-0.
