Broadway Area CDC to build roughly 60–70 subsidized senior units after commission property transfer

"For this project for the 70 units, it is 13,000,000. And then for the rehabilitation of the center will be 11,000,000, which will total that $24,000,000 in total," Goffin said on the record.
Goffin said the planned units would serve households with incomes roughly between $15,300 and $60,000. Commissioners expressed support and cited Broadway CDC's track record of neighborhood development; several asked for visuals and asked staff to circulate additional materials as the project moves toward financing and design.
Attorney Steven Jenkins gave a brief legal overview, noting Indiana Code 36-7-14-22.2 permits redevelopment commissions to transfer property to community development corporations under specified conditions. The commission approved the transfer by roll call vote.
What happens next: staff and Broadway Area CDC will finalize transfer documents and work on project financing and design. Commissioners asked for ongoing updates and indicated willingness to assist with historical or library resources for preservation elements of the site. The commission did not set a specific construction start date during the meeting.
