Garfield council approves CD reallocations, accepts quarterly reconciliation and OKs vending machine and service solicitations

The Garfield City Council approved several financial and operational items at its Oct. 8 meeting, including certificate-of-deposit moves, budget acceptance and service solicitations.
Council Member Kitterman moved to reallocate ICS funds into three certificates of deposit: $250,000 to a 90-day CD, $250,000 to a 180-day CD and $103,433.69 to a 12-month CD; Council Member Smead seconded and the motion carried unanimously.
After discussion, Council Member Kitterman moved to accept the reconciled third-quarter 2024 budget for all funds; Council Member Teeselink seconded and the motion carried. Council Member Teeselink later moved to accept the September 2024 financials; Council Member Rambo seconded and the motion carried.
On operational items, Council authorized Mayor Blackburn to obtain bids for trash service (motion by Council Member Kitterman, seconded by Council Member Teeselink). The council also accepted a proposal from Bunnee Snax LLC to place a cold-drink vending machine in Hamilton Park (motion by Council Member Smead, seconded by Council Member Teeselink).
Council also announced a Tree Giveaway event scheduled for Oct. 12 at Flying RF; 300 trees were delivered Oct. 7 and residents are limited to two trees per Garfield address while supplies last.
The meeting adjourned at 7:24 PM with minutes certified by Mayor Gary Blackburn and Recorder-Treasurer Christal Allen.
