Garfield council reviews water losses, tank project and lead-and-copper inventory

Council reviewed a reported 18.35% unaccounted-for water loss for September, approved a lead-and-copper inventory with customer notifications planned by Nov. 16, and heard that the water tank has been disconnected pending Arkansas Department of Health approvals for pad and elevation work; ARPA funds must be obligated by Dec. 31, 2024.
The Garfield City Council received several water-system updates at its Oct. 8 meeting, including a report on unaccounted-for losses, progress on a tank expansion project and the acceptance of the city's Lead and Copper inventory.
Mayor Gary Blackburn reported an unaccounted-for water loss of 18.35% for September. He said crews repaired leaks on Mountain Drive and Main Street and that leaks on Marshall Street and Highway 127 remained to be repaired. Mayor Blackburn also noted special pricing for endpoints through Fenix will be discontinued soon.
Council Member Kitterman moved to accept the Lead & Copper inventory summary dated Sept. 25, 2024; the motion carried unanimously. The inventory summary has been received and customers affected by lead-and-copper issues are to be contacted by Nov. 16, 2024, according to council materials presented at the meeting.
On the capital project front, Mayor Blackburn said the water tank has been disconnected from the system. He reported that ESI is awaiting approval from the Arkansas Department of Health before soliciting bids for a concrete pad expansion at 14781 Mountain Dr.; bids for the tank elevation will follow once the pad work is contracted. The city noted ARPA funds allocated to this project must be obligated by Dec. 31, 2024.
The council did not take additional funding actions on the tank at the Oct. 8 meeting but recorded the updates and accepted the inventory summary for follow-up notifications to customers.
