Garfield to seek updated bid and proceed with lowest responsive bid for road repairs

The City of Garfield council on Aug. 12, 2025 reviewed two bids for a package of road repairs and directed staff to obtain a revised Wells Asphalt bid before choosing the lowest responsive contractor.
Bids presented included Wells Asphalt Paving LLC at $153,680 (which proposed paving Mahurin Lane) and Cooper's Asphalt at $121,512 (which proposed chip sealing Mahurin Lane). The list of roads under consideration included Mill Street, Dennis Mitchell, Ravenwood Lane, Sugar Creek Road, S. Main Street, Pinebrooke West and Mahurin Lane.
After discussion Council Member Kitterman moved to approve the list of proposed roads subject to obtaining a new Wells bid that would include chip sealing Mahurin Lane instead of paving it; Council Member Teeselink seconded and the motion passed unanimously. The council instructed staff to proceed with the lowest responsive bid once the revised Wells proposal is received.
The minutes do not record which funding source will pay for the project or a contract award to a specific vendor; the council’s action was directional procurement approval to solicit or accept the lowest responsive bid after receiving a revised proposal from Wells.
