Garfield council sets 2024 millage at 2.0 mils and approves settlement participation, CD authority and community programs

Garfield City Council on Sept. 10, 2024, voted to set the 2024 millage rate at 2.0 mils by approving Proposed Resolution 202. Council Member Kitterman moved to read the resolution by title only; Council Member Teeselink seconded, Mayor Gary Blackburn read the resolution by title, and the council then voted to approve the resolution with unanimous recorded votes.
Council members also approved several administrative measures during the meeting. After discussion Council Member Kitterman moved that the city participate in the Kroger Settlement sponsored by the Arkansas Municipal League; Council Member Rambo seconded and the motion passed unanimously. The council authorized Mayor Blackburn to move city funds into certificates of deposit of $250,000 or less that are covered by FDIC insurance; that motion was moved by Council Member Kitterman and seconded by Council Member Rambo and passed unanimously.
The council accepted a vending-machine proposal from Bunnee Snax LLC to place a machine in the Hamilton Park pavilion with the city receiving 10% of gross sales; Council Member Smead moved to accept the proposal, Council Member Rambo seconded and the motion carried. Council Member Kitterman moved to hold a fall tree giveaway of 300 trees on Saturday, Oct. 12, 2024, at 8:00 a.m. at Flying RF Feed Store (16601 Hwy 62); Council Member Teeselink seconded and the motion passed unanimously.
Mayor Blackburn provided an update on a railroad crossing project, saying a contractor site visit is planned for Sept. 18 or 20 and that Highway 127 will be closed for three days during construction. The council accepted the August 2024 financials after a motion by Council Member Teeselink and a second by Council Member Smead; the motion carried unanimously.
Taken together, the votes formalize the levy for 2024 and advance several municipal administrative and community measures. No dissenting votes were recorded on the items approved at the Sept. 10 meeting.
