Scott County reviews youth mediation program and contracts for juvenile beds and mental‑health services

Jeremy Kaiser, director of the Scott County Youth Justice & Rehabilitation Center, told the Board the Center will provide a School Based Restorative Mediation Program under contract with the Davenport Community School District through June 30, 2027. Kaiser reported the program has served 412 youths since the 2025/26 school year and that 94% of referrals were successfully mediated.
Kaiser also reviewed proposed intercounty contracts: a contract with Clinton County to guarantee one juvenile detention bed per day at $285 per day — in FY26 the Center recorded 7 residents occupying beds for a combined 256 days — and a similar contract with Muscatine County for one guaranteed juvenile bed at $285/day, with FY26 usage of 2 residents for 100 days. Kaiser characterized those contracts as capacity agreements that ensure availability for neighboring counties and presented the FY26 usage figures to show prior demand.
Separately, Kaiser reviewed a proposed contract with the Vera French Mental Health Center to provide mental‑health services at $298.53 per hour for two hours per week. Kaiser said the contract is budget‑neutral because Iowa Behavioral Health Systems (the Administrative Service Organization) will reimburse the expenses.
Board members reviewed the program and contract summaries; the minutes record that staff presented the items for Board consideration.
