Farmer told the Board the FY27 appropriations, previously adopted April 23, 2026, were set as presented by the County Administrator. He also reviewed invoices from component units — the Scott County Emergency Communication Center, the Emergency Management Agency, and the Scott County Library System — and explained the process for FY27 year‑end fund transfers and payments to those entities.
The board directed the County Director of Budget and Administrative Services to establish a micro‑purchase procurement method for fiscal year 2027 with a threshold of $25,000, Farmer said. The directive sets the county’s single‑purchase administrative review threshold for small procurements and affects how vendors and departments process low‑value purchases.
County staff also presented a range of administrative items during the meeting, including insurance‑renewal summaries, procurement quotes, and personnel changes; these were reviewed by the Board but the minutes record review rather than separate roll‑call votes for each item.
The meeting concluded with a motion to adjourn at 10:20 a.m.; the motion (moved by Supervisor Paustian and seconded by Supervisor Beck) passed with all present voting in favor.
