Avon considers developer-built multipurpose fields and a potential parkland purchase; trails primed for bids

Staff briefed the council on multiple parks and trail-related items that could affect acreage and near‑term construction plans.

Easton Grey proposal: Staff said Republic has proposed building multipurpose fields on property at Easton Grey and may transfer 25–29 acres to the town in-lieu-of park impact fees or construct the fields while retaining ownership; either scenario would give the town access to new park acreage and athletic capacity. Staff emphasized parking and maintenance details remain to be finalized.

Nehemiah Ranch: Staff described a developer approach regarding the Nehemiah property and asked whether the council is interested in continuing discussions and authorizing an appraisal. Councilors said the absence of legal, recorded access (an easement) is a barrier; several urged staff not to spend appraisal money unless an access easement is confirmed.

Trails: Staff said three trail projects have been on the CIP for years; two projects (a Dan Jones–to–high school connection and a White Lick Creek connection) are engineered and ready and could be bid this year because current pricing is favorable. Staff recommended bidding the two smaller projects now and bidding the larger project with a deferred construction timeline (an alternate) if necessary.

Council direction: Councilors generally supported pursuing the Easton Grey concept while requiring clarity on ownership and parking, asked staff to pause paid appraisals for Nehemiah until access is resolved, and gave staff authority to bid the two smaller trail projects and present bids for council approval.
