Palmyra council passes development-fee ordinance, sets road contract and approves personnel appointments

On Oct. 7 the council adopted Ordinance 2024-16 (development fee repeal/replace), awarded the 2024 Road Program contract ($480,772.25), approved four personnel and administrative resolutions and enacted a block of consent resolutions (2024-212 through 2024-219).
At its Oct. 7 caucus meeting the Borough of Palmyra council adopted Ordinance 2024-16 on second reading to repeal and replace the borough’s development-fee ordinance to reflect court oversight and updated monitoring requirements. The ordinance was opened for public comment (none) and approved by roll call with John Liebe, Jessica O'Connor and President Timothy Howard voting in favor.
The council also enacted a block of consent resolutions by single motion. Key outcomes included:
- Resolution 2024-212: Award of the 2024 Road Program contract to Pioneer General Contracting Co., Inc., in the amount of $480,772.25 per the recommendation of Environmental Resolutions, Inc.
- Resolution 2024-213: Appointment of Tessa Finger as a part-time police clerk, effective Oct. 7, 2024, at $16.00 per hour.
- Resolution 2024-214: Appointment of Mark Allen as full-time Sewer/Public Works Laborer Level III, effective Oct. 4, 2024, at $21.00 per hour, subject to offer terms.
- Resolution 2024-215: Declaration of surplus non-compliant fire turnout gear (15 coats and 15 bunker pants) and authorization to donate the equipment to the Salem County Fire Academy for training.
- Resolution 2024-216: Amendments to paid time off and vacation policies for department heads and corresponding Personnel Manual updates.
- Resolution 2024-217: Endorsement of the amended Housing Element and Fair Share Plan adopted by the Land Use Board (memorializing resolution Sept. 25, 2024).
- Resolution 2024-218: Authorization for immediate effect of the amended provisions of Ordinance 2024-18 (Sewer) and direction to the tax collector to apply amendments to October sewer bills.
- Resolution 2024-219: Authorization to apply to NJ Department of Community Affairs for a FY2025 Police and Fire Safety Capital Improvement Grant ($100,000) for fire station repairs; council also noted a Local Recreation Improvement Grant award of $57,990 for Legion Field playground improvements.
All consent resolutions were approved by roll call as a group. Council later approved Resolution 2024-220 to enter closed session on personnel matters and subsequently adjourned at 9:38 p.m.
