Palmyra board authorizes project labor agreement for $5M-plus bond renovations

The Palmyra Board of Education voted on Oct. 9, 2024 to include a Project Labor Agreement in the bid specifications for the district's bond-referendum renovation work, which the board estimated would exceed $5 million.
The resolution lists renovation work at Charles Street Elementary School and Palmyra High/Middle School — including exterior door and vestibule updates, corridor flooring replacement, bathroom and nurse suite renovations, unit ventilator replacement, a new fire alarm system, a new ADA-compliant ramp, a new parking lot and loading dock, gymnasium and auditorium renovations and a cafeteria addition — and directs that bid documents include a PLA that complies with N.J.S.A. 52:38-1 et seq.
The board's resolution said the PLA is intended to ensure a reliable source of skilled labor, standardize terms and conditions across contractors, provide mechanisms for dispute resolution, help avoid work disruptions such as strikes or slowdowns, and advance public-policy goals including improved employment opportunities for minorities, women and economically disadvantaged workers.
The minutes state the board determined a PLA was “reasonably related to the satisfactory performance and completion of the public works project” and authorized its use in bid specifications, subject to the board solicitor's review. The resolution also said the Owner may amend the scope to include additional work as needed.
Next steps noted in the meeting record: floor plans for the Palmyra High School renovations are still under review; once finalized, the district's architect (Garrison) will prepare bid documents and the board hopes to put work out to bid in November, with individual contract awards to follow as bids are received.
