Palmyra officials weigh costly Rail safety study after recent tragedy; solicitor proposes asking NJ Transit and Senator Singleton to help pay

Borough Solicitor Mr. Rosenberg and Borough Administrator Mr. Gural told council members they had sought expertise on potential safety enhancements at the River Line/light-rail corridor following a recent local tragedy. Rosenberg said he and Mr. Kirchner located a national public-safety engineering firm whose first proposal to produce concepts was about $80,000. The firm amended the proposal and lowered its price by roughly half, but Rosenberg said the borough should expect higher costs if the study led to design work for physical barriers such as a higher fence.
Members discussed whether the borough or NJ Transit should bear the cost of additional design or construction. Rosenberg recommended contacting Senator Singleton’s office and NJ Transit to request their participation in funding design work because NJ Transit would ultimately be responsible for infrastructure changes.
No contract was awarded at the Oct. 7 meeting; councilors agreed to pursue meetings with Senator Singleton’s office and NJ Transit to discuss responsibilities and funding.
