Council agrees to transfer Conifer pilot payments to Palmyra School District; solicitor cautions five-year limit

Councilors discussed multiple redevelopment sites as part of the meeting’s redevelopment update. Borough administrator Mr. Gural said the governing body agreed in principle to turn over pilot funds the borough received from Conifer—related to affordable-housing units in the Rt. 73 South Redevelopment Area—to the Palmyra School District and asked Borough counsel and staff to meet with the School Board solicitor to formalize terms.
Borough counsel Mr. Rosenberg cautioned the arrangement may be limited to five years under the borough’s reading and that the transfer terms should be memorialized in an intergovernmental agreement. No dollar amount for the transfer was provided in the meeting minutes and a resident in public comment asked how much the school would receive; Rosenberg told the public that those figures were not available at the meeting.
Separately, Mr. Gural reported that Outlaw Training & Fitness (620–622 Highland Ave) has permits pulled and work is underway, Sea Box/ELM Office LLC at 321 E. Broad Street continues construction, and the Fillit site landscaping and paving are nearing completion with the building noted as roughly 95% complete.
Council took no final financial action at the meeting but directed staff and counsel to draft and negotiate the necessary agreement with the School District before funds are transferred.
