Palmyra council adopts multiple ordinances, approves $1.8M in bills and contract change orders

Ordinances adopted on second reading included Ordinance 2024‑12 (Route 73 South redevelopment plan amendment), Ordinance 2024‑13 (a bond ordinance appropriating $980,600 and authorizing $901,550 in bonds or notes for 2024 capital improvements), Ordinance 2024‑14 (municipal stormwater management), and Ordinance 2024‑15 (implementation steps related to a settlement agreement with Fair Share Housing Center and Superior Court obligations). Ordinance 2024‑16 was introduced on first reading and set for public hearing on Oct. 7, 2024.
The council passed Resolutions 2024‑196 through 2024‑209 as a consent agenda. Items included awarding contracts to Environmental Resolutions Inc. (ERI) for bid preparation and HVAC bid work, a second and final one‑year contract extension with Windriver Environmental, LLC for sludge transportation and disposal, appointments for crossing guards, and authorizations for contract change orders:
- Change order #1 to Lexa Concrete, LLC increasing the contract by $65,397.20 (adjusted contract price $669,897.50), per ERI’s recommendation. - Change order #5 to Byrd Dog Paving, LLC increasing the contract by $17,818.83 (adjusted contract price $793,889.17), per ERI’s recommendation.
Resolution 2024‑209 authorized payment of September 2024 bills totaling $1,809,020.73. The Treasurer’s Report for August 2024 was also approved.
During the professional updates, William Kirchner (ERI) noted that the Berkley Avenue pump station has not been updated since 1922 and requires improvements; Mr. Kirchner also summarized upcoming sewer replacement work on 3rd Street and ongoing sewer TV inspections.
All ordinance adoptions and consent resolutions were approved by the council on unanimous votes where recorded in the minutes.
