Commission renews rebuild approval at Sleepy Howell Road and reviews event-facility permit status

During administrative reports at the June 1 meeting, staff updated the commission on two permit matters: a renewal for 29 Sleepy Howell Road and the status of an event facility proposal at 79 Cards Mill Road.

Savannah said she issued an administrative renewal for Norman and Susan Hyer to rebuild a single-family dwelling at 29 Sleepy Howell Road. The property previously had a permit issued in 2016 and renewed in 2020; Savannah said the plans were not modified, septic work and the house demolition had been completed, and zoning approval limits any further modification. She explained the administrative renewal reflected the fact that the earlier permit had been held up in appeals and that the appeals process had recently concluded in favor of the applicant.

Separately, staff presented the site plan for Valley Street Investments' proposed event facility at 79 Cards Mill Road (referred to in the packet as the "Big White House"). The site is within the 200-foot review area of the 10 Mile River and includes several on-site wetlands. Savannah said the applicants had received earlier approvals, which were appealed; commissioners said the appeals court upheld the approval and the applicants may proceed. Commissioners recalled that neighbors had raised concerns about potential noise during the planning-and-zoning appeal process.

No new enforcement actions or permit denials were issued at the meeting. The commission noted the administrative renewals and appeal outcome, and staff said they would continue to monitor compliance with any permit conditions.
