The Village of Catskill Planning Board carried over a request to modify 260 W. Bridge St. after identifying a potential change of use and insufficient parking under the zoning code.
Ray Chung appeared to request permission to install food-preparation appliances at the property. Chair Gilbert Bagnell and other board members said adding a kitchen would make the space a restaurant or similar establishment dispensing food or drink and therefore trigger parking requirements under Section 4.6.5 of the zoning code.
Minutes record that the property currently has 10 parking spaces but would require 20 spaces to meet the one-space-per-100-square-feet standard cited by the board. Jay Lesenger moved to declare the board lead agency for SEQRA purposes, and, at the suggestion of the village attorney, the board carried the matter to the next meeting so the owner/operator could participate and the board could review how other similar establishments have been treated.
The board did not take a final vote on the change of use during the Aug. 25 meeting; it asked staff to collect additional information and to place the item on a future agenda.
