Palmyra officials report redevelopment progress; borough cites limited land for future affordable units

At the Oct. 21, 2024 council meeting, borough officials provided several updates on redevelopment and affordable-housing obligations.
Mr. Rosenberg said he had spoken with the Board of Education’s solicitor and that a prototype Affordable Housing PILOT agreement is being compiled for review at a future meeting. Mr. Gural reported the borough is concluding round three obligations with 102 affordable units built in the redevelopment area. He said the New Jersey Housing Element and Fair Share Plan (HEFSP) indicates a present need of two units and a nonbinding prospective round-four need of 31 units. Mr. Gural stated the borough will present its inability to build 31 units—citing insufficient land—and enter negotiations with Fair Share Housing to determine an actual number.
Mr. Gural also said the NJDEP has requested renewal of the Brownfield Development Area Memorandum of Understanding (BDA/MOU) and that the borough needs a steering committee appointed by the mayor to advance that process. On traffic and site work, Joseph Gray (CME) said contractors continue site work at the Fillit site and that an Oct. 30 meeting with NJDOT is scheduled to determine when a contractor may access Rt. 73 for required improvements.
No formal motions or votes were recorded on redevelopment items at this meeting; officials indicated follow-up work and future meetings will address PILOT agreement review and negotiations with Fair Share Housing.
