Palmyra council approves $980,600 bond, stormwater and sewer code ordinances; affordable-housing update passes 3–1

Palmyra Borough Council on Aug. 19 approved several ordinances intended to advance capital projects and update municipal regulations.
The council unanimously approved Ordinance 2024‑13, a bond ordinance appropriating $980,600 for various 2024 capital improvements, and Ordinance 2024‑14, which updates the borough’s municipal stormwater-management code to comply with state requirements. Both passed on introduction by recorded roll‑call votes with Councilmembers Dr. Laura Cloud, Natashia Latimore, Michelle McCann and Jessica O’Connor voting in favor; John Liebe and President Timothy Howard were recorded absent.
Council also adopted Ordinance 2024‑11 amending Chapter 215 ("Sewers") on second reading by unanimous vote.
Ordinance 2024‑15, tied to a settlement with Fair Share Housing Center and the Superior Court concerning prior- and third‑round affordable‑housing obligations, drew more discussion. Mr. Gural told the council that "an update was just provided at 4:00 p.m. today and we feel there are changes which could be significant," and recommended adopting the revised introduction so a scheduled court hearing could proceed. Mr. Rosenberg advised that a hearing is scheduled next week to determine whether Palmyra has satisfied its obligations and that adoption tonight was a prerequisite for the hearing to move forward. The council adopted Ordinance 2024‑15 by a 3–1 vote (Latimore, McCann and O'Connor in favor; Dr. Cloud opposed); Liebe and President Howard were absent.
Mayor Gina Ragomo Tait noted Ordinance 2024‑12, an amendment to the Route 73 South Redevelopment Plan, was postponed to Sept. 16 for further consideration.
What happens next: ordinances adopted on introduction will follow the municipality’s required notice and adoption timelines and, where applicable, return for second reading and final adoption per borough procedures.
