Catskill Planning Board approves rooftop solar, two sign permits and window replacement; member recuses on one vote

The Village of Catskill Planning Board on Oct. 14 approved four routine permit applications, including rooftop solar at 8 High Street, new signs at 74 Maple Avenue and 432 Main Street, and replacement windows at 20 New Street.
Alexander Hood filed for the rooftop solar project and told the board the panels would be mounted on the roof and that the only equipment visible from the street would be a small junction box. Chair Gilbert Bagnell had the board declare itself lead agency for the State Environmental Quality Review (SEQRA), find the project Type II, and approve the application; the board approved the motions without objection.
Natasha Witka Amanna and Kevin Amanna requested a sign permit for 74 Maple Avenue, saying the current sign is antiquated and should be replaced; they noted the building is occupied by a real estate agency. The board approved the permit with conditions that lighting be warm, aimed downward, and complemented by landscaping, after declaring the planning board lead agency under SEQRA.
Patricia Aranda filed to replace windows at 20 New Street with units matching the existing size. The board approved the application after declaring Type II under SEQRA. Planning board member Juan Mojica recused himself from the vote because he is an owner of 20 New Street; the recusal was noted in the minutes.
Pamela Getskie, representing the Greene County Chamber of Commerce, sought a sign permit for 432 Main Street in the village historic district. The board declared lead agency under SEQRA, categorized the location as Type II (Sec. 9), and approved the permit; no public comment was recorded.
The board also approved the minutes from its Sept. 23, 2024 meeting by unanimous consent. The meeting was called to order by Chair Gilbert Bagnell at 6:30 p.m. and adjourned at 7:20 p.m. The next meeting is scheduled for Oct. 28, 2024, at 6:30 p.m. at The Senior Center.
