The Enumclaw City Council approved Resolution 1879, which updates several Parks Department fees and implements an automatic CPI-based adjustment to the school impact fee.
Parks and Recreation Director Alina Hibbs (speaker 5) presented two fee proposals: a new two-day-per-week swim-team option intended to be a lower-cost alternative to the existing three-day program, and a set of cemetery fee updates. Hibbs said cemetery pricing changes reflect limited availability of plots and rising operations and maintenance costs; several mausoleum north/south-facing niches were sold out and the resolution revises pricing for remaining alcove niches.
City staff (speaker 14) described a 3.1% adjustment to the school impact fee based on the Consumer Price Index for the Seattle–Tacoma–Bellevue area. Staff said the adjustment took effect April 1 under the fee-resolution's automatic inflationary provision and the council was being asked to formalize that change in the fee schedule.
Council received an email from Kyle Fletcher, director of business operations for the school district, expressing concern that the city had not adopted the district's calculated school impact fee; staff responded that the CPI update followed the previously approved council procedure and that the district's capital facilities plan will be reviewed once approved by the school board before any deviation from policy would be recommended.
Council moved, seconded and approved Resolution 1879 by voice vote.
