Council holds first readings on airport zoning and expanded commercial-use zoning amendments

The Enumclaw City Council opened public hearings and held first readings for two zoning-related ordinances.
Senior Planner Winston Larson summarized Ordinance 28-37 as an amendment to the airport zoning district to reduce minimum side-yard setbacks from 20 feet to 10 feet and to allow a maximum structure height of 18 feet where the airport zoning district abuts a residential district. Larson said the proposal implements parts of the city's 2024 comprehensive plan and that the Planning Commission recommended approval on April 23, 2026.
Larson then described Ordinance 28-38, which proposes amendments to permit arts and vocational schools, gyms and fitness centers, health studios, and animal shelters/daycare/boarding in specified commercial and light-industrial districts and adds new standards for animal uses (requirements for inside pens/kennels, setbacks from residential zones, and waste disposal standards). Larson said findings and conclusions were provided to council as part of the staff packet and that staff recommends closing the hearing and giving first reading.
Mayor opened public comment for each hearing; no members of the public spoke and both hearings were closed without testimony. Council did not adopt either ordinance on final reading tonight; staff advised council of options to adopt as presented, reject and continue review, or modify and adopt as amended.
